Lewisham CCG, the London Borough of Lewisham and several other public sector organisations submitted a One Public Estate (OPE), Phase 4 application to gain OPE status for Lewisham and funding for key projects.
We generated a collaborative working relationship between the CCG, Council and public sector partners. Historically, they had worked individually. We helped the partners develop the Stage 1, Expression of Interest (EOI) and Stage 2 Services & Assets Delivery Plan (SADP).
Other partners included:
- Lewisham and Greenwich NHS Trust
- South London and Maudsley NHS Trust
- The Lewisham GP Federation
- Community Health Partnerships
The first stage was to establish the partnership and membership. We then managed workshops to identify some joint projects, meeting the OPE core criteria to attract the required funding.
On 12 November 2016, it was announced that Lewisham had received OPE status. The partners received £200,000 of initial funding for three core projects.
OPE is a joint Local Government Association and Cabinet Office initiative. It encourages local government and public sector organisations to work collaboratively in boroughs, or wider geographies, regarding their land and property assets.
OPE projects must:
- Create economic growth (new homes and jobs)
- Increase integration and customer-focused services
- Generate capital receipts
- Reduce running costs
It’s a successful and major plank of Government funding (to date £30m+) with approximately 50 per cent of all local authorities now with OPE status and funding. Case Study – One Public Estate Lambeth
